Westcliffe Town Meeting: New Pro-Tem Selected, Zoning Map Amended, Town Joins Rotary , Building Sale to Pay Debt

The meeting began at 5:30 p.m. with a call to order and the Pledge of
Allegiance, roll call and a recognition of visitors.
The Consent Agenda was passed by a majority vote.

Old Business: None
New Business:
A. The resignation of Audrey Gluschke was accepted by the Board. Ms. Gluschke’s moved from town to the county, making her ineligible for a Town Board position.
B. Jim Bistadeau was appointed Mayor Pro-Tem filling Audrey Glushke’s relinquished position.
C. Names were discussed in order to fill the vacant trustee position. Later in the meeting, it came out that Leslie Parks will also be moving from town to the county, and another vacancy will have to be filled by the Board.
D. The Board took action to replace Audrey Gluschke as a signer on all accounts and appointed a new signee.
E. The Board heard from Joanie Liebman who presented a request for approval of a Special Event Liquor permit for an event that will be held on
September 13th at 119 Main Street by the Wet Mountain Broadcasting, Corp. (KLZR). The Board voted unanimously to
approve the permit.
F. The Board approved Ord. 7-2019 amending the Zoning Map. This affects the Haga property bounded by Bassick Lane and Hermit Road south of the Post Office and the new Westcliffe Town Hall. The new zoning will allow for four or five residential lots to be created from three
commercial properties. It was brought up that some of the residential lots will lie in both Westcliffe and Silver Cliff and the Mayor asked who would receive the property taxes. Town Clerk Reis informed the Board that where the bedroom is located is the municipality that would receive the money.
G. The Board discussed whether or not to use the proceeds from the sale of the old town hall to pay off the debt on the new town hall or set it aside for further grant programs to improve the town. There was some discussion as to the manner in which the purchase was presented to Westcliffe voters, (in other words, that the debt would be eliminated the moment the money was available from the sale of the old hall.) Pros and cons were discussed, and a vote was taken with one (1) vote against paying off the debt. The debt will be eliminated.
H. Mayor Wenke proposed that the town join and pay for a membership in the Rotary Club and appoint a representative to attend the weekly lunch meetings. The discussion was positive and the vote was unanimous to join at a cost of $212 a year. Town Clerk Kathy Reis will attend and represent the Board.
I. Town staff presented their reports on respective quarterly goals.
J. CML (Colorado Municipal League) reports were given by Town Clerk, Kathy Reis and Building and Zoning Official, Mike Carter, who attended the conference in June. Reis reported on a Budget Session she attended with ideas on a better way to present budgets without tying the hands of city and town leaders, ways to get young people involved in governmental functions and awareness of First Amendment Auditor’s Do’s and Don’ts. Carter spoke on roads and parks and affordable housing and how municipalities are participating in this process.
Staff and Committee reports were given and the meeting adjourned.
