June Silver Cliff Town Meeting

The meeting called to order at 5:30 p.m. with the Pledge of Allegiance and roll call. The entire Board was present. The Consent Agenda passed unanimously and the Trustees moved on to the agenda.
Old Business:
A. Senior Center Update – Nothing to report.
B. Viscount Update – Nothing to report and Mayor Pro Tem Wenzel suggested that Roger Camper make a phone call and inquire as to why they are not communicating as often.
C. Silver Cliff Pit Update – Mr. Camper reported that he thought a casual meeting with Kent Beach of Seifert Enterprises would be productive for the Board. Buck Wenzel and Dave Elliot will attend that meeting.
D. Ideas for Increasing Revenue – The meeting with Consultant is scheduled for June 12th.
New Business:
A. Sheriff’s 2018 Yearly Report – Sheriff Byerly was unable to attend due to a call out on Department business.
B. Silver Dome Saloon 35th Year Celebration Fireworks – Owner Mary Behrendt was present to report that everything the Board asked her to accomplish had been completed and letters of consent from the Fire Chief and Sheriff’s Department were now in their possession. The Silver Dome Saloon opened 35 years ago on July 4th and has been open every day since without being closed one day. There was some discussion of law in Colorado and the approval was passed with the condition that all laws are followed.
C. Custer County Chamber Update – Ron Beckner
came before the Town Board to bring them up to speed on the Chamber’s accomplishments under new leadership. Mr. Beckner has brought membership up by 20% in the last month and is confident that more can be done to promote business and all that Custer County has to offer. It was a very good presentation.
D. First reading and order of publication of Ordinance 04-2019 Adopting the 2018 International Zoning Codes – Roger Camper reported on this ordinance and held up a copy of the book. He suggests that Silver Cliff Municipality adopt this as the way forward for the Town in order to simplify and thereby facilitate smart business, light industry and residential growth within the Town limits. Trustees have a link to the book on their Chromebooks to peruse and will bring up this ordinance again at
the Strategic Planning meeting.
E. Water Truck Issues – Silver Cliff owns a 4,500 gallon water truck that the Wet Mountain Fire District is interested in purchasing for their Rosita station. This vehicle requires a CDL license to drive and is more truck than the town needs. Mr. Camper suggested that a smaller vehicle would be adequate for the Town’s use and would be easier to house. The Board requested that Camper negotiate for the Town but that the water truck would not be sold until and unless a replacement vehicle costing the Town less than what their truck would bring could be found.
F. Consideration of signing the contract with Mark Carmel for the fiber feasibility study – Mark Carmel and Tom Rivera were in attendance to accept the approval by the Town Board and spoke for a short time congratulating the forward thinking the Town Trustees are showing by considering their proposal. They reaffirmed their commitment to work fully and cooperatively with all parties that have been involved thus far concerning broadband.
Staff Reports were presented and a Public Comment given by Tracy Ballard speaking for the American Legion. She thanked the Town of Silver Cliff for the Memorial Service in the Silver Cliff Town Park. The service was very well attended and beautifully done.
